CDC Approval of OA Request for Determination of Need (PDF) Includes data and narrative submitted to the Centers for Disease Control and Prevention (CDC) as a request for a "determination of need" to use federal funds to support syringe services programs. The California Department of Public Health, Office of AIDS determined that the state of California is at risk for an outbreak of HIV and/or HCV among people who inject drugs; the CDC concurrence is included.

- National Harm Reduction Coalition - Online self-paced trainings that are free for Californians upon registration. These interactive trainings outline key harm reduction principles and include practical examples and skills-building practice. The three-course bundle includes:

- Harm Reduction Approach Overview Webinar (NYS Department of Health AIDS Institute / HIV Education & Training Programs) - This two-hour archived webinar provides an introduction to HIV/STI/HCV prevention using a harm reduction approach to substance use and sexual risk behavior. The webinar provides an opportunity to reflect on practitioner's values and attitudes regarding harm reduction, as well as learn specific harm reduction strategies.
- National Harm Reduction Technical Assistance Center Training Deck on Harm Reduction and Syringe Access (National Alliance of State and Territorial AIDS Departments) - This customizable PowerPoint slide deck provides an overview of the foundations of harm reduction philosophy and practice, drug user health issues and trends, and is designed to help organizations train staff in cultural competence and humility when working with people who use drugs.
- Overview of Drug Use (California HIV/STD Prevention Training Center) - These 2-hour online trainings focus on basic information about different kinds of opioids and stimulants, how they are used and ways to reduce the harms related to each.
- Words Matter - Terms to Use and Avoid When Talking About Addiction (NIDA) - This page offers background information and tips for providers on using "person-first" language, as well as terms to reduce stigma and negative bias when discussing substance use disorders.

- Harm Reduction and Housing Video Series - This video series, by Facente Consulting, explores a variety of topics related to the complexities of harm reduction within supportive housing or temporary shelter programs. This video series summarizes the evidence supporting these frameworks, highlights a variety of successful models, and underscores important implementation tips.
Overdose Prevention
- Department of Health Care Services (DHCS) Naloxone Distribution Project – Provides free naloxone (the drug that reverses opiate overdose) to non-profits, harm reduction programs, county government, first responders, and law enforcement through a simple application process.
- DHCS's MAT Expansion Project – Provides information on DHCS's efforts to address the opioid crisis, through reinvesting in prevention, harm reduction, treatment, and recovery through the California MAT Expansion Project.
- Fatal Overdose Prevention for Social Service Providers (PDF) - This fact sheet provides step-by-step instructions to help organizations integrate overdose prevention into their services and safety protocols.
- Fatal Overdose Prevention for Homeless Service Providers in California (Webinar Recording) This 90-minute webinar from the California Department of Public Health will assist homeless service providers to be ready to prevent and reverse fatal overdose.
- CDPH's Overdose Prevention Initiative (OPI) – Collects and analyzes data on fatal and non-fatal overdoses in California, as well as other substance use-related data. The OPI web pages includes an interactive data dashboard, data briefs, and manuscripts.
- Implementing Naloxone for Overdose (PDF) Best Practices Document – Created by RTI International in collaboration with the National Harm Reduction Coalition and NASEN. Outlines the best practices of overdose education and naloxone distribution in syringe services programs.
- Identifying an Overdose & Using Narcan – Produced by Access, Harm Reduction, Overdose Prevention and Education (AHOPE) from Boston, Massachusetts, this short video demonstrates how to respond in the event of an opioid overdose, and how to administer naloxone.
